 
The Doggie copter is a move used by Lockjaw Pooch in ClayFighter: Sculptor's Cut. His voice gets really high as he yells "Doggie copter!" He then uses his tail to spin around like helicopter blades and bites the opponent multiple times, resembling the Hurricane kick from Street Fighter.
