Put down the camera?
The police brutality is an attack used by the Blob in ClayFighter 63 1/3 and ClayFighter: Sculptor's Cut. He attacks his opponent with several nightsticks, hurting them multiple times. It may be hard to tell what he is saying put when performing the move, he is shouting "Hey, put down the camera!" (The alternate name of this move is called the "Paparazzi Attack").
